Overview
It is a common
misconception that it is easy to set essay-type examination questions
but a challenge to score (i.e. mark) the answers. Lecturers who have to
mark 30 examination scripts, each with five questions against a
deadline, will probably agree with the view. On the other hand, it is
believed that it is more of a challenge to set multiple choice test
items but easy to score them.
Neither view is entirely correct. Setting essay-type questions can be
poorly carried out as a careful review of essay-type questions even in
tertiary institutions shows. Not only will badly set essay-type
questions accentuate the marking challenge, they may not pass muster
with examination boards. On the other hand, poorly designed
multiple-choice test items will affect the marking and assessment
efficacy, however easy the marking process may appear to be.
Lecturing or teaching is only one aspect of conducting a certificated
course. The other aspect is how to assess whether the students have
learned what is taught. Apart from regular assignments and projects,
examination is still a key component of such assessments. Therefore, the
ability in setting tests and examinations is an important competence of
lecturers and trainers.

Profile
Mr. Hua Pak
Cheong has spent more than 25 years in the corporate world after
leaving the civil service. He worked first as a production supervisor
and later promoted to final testing line supervisor in an electronics
manufacturing plant before joining the banking industry where he held
various positions. His experience in the banking industry covered
corporate treasury marketing in an international financial institution,
as well as training and development in a local Singapore bank. Later he
headed Singapore's Institute of Banking & Finance as its director before
joining Standard Chartered Bank as its South East Asia regional head in
charge of training and development, management succession, career
planning and development. His regional responsibilities covered
Singapore, Brunei, Indonesia, Malaysia, Philippines,Thailand, Vietnam,
and Australia.
Pak Cheong is a trained administrator and implementer of the
assessment/talent development centre for identification and development
of management talent and managed Standard Chartered Bank South East Asia
assessment centre.
He has previously lectured in Diploma in HRD, Graduate Diploma in
Financial Management, Diploma in Personnel Management and RMIT BBus
degree program.
He is also trained in test construction and conducted a series of
in-service examination and test construction courses for trainers of the
previous PSB.
Pak Cheong has a B Sc (Econ) degree from the University of London and a
MBA degree from the University of Strathclyde. He is a member of The
International Association of Counselors and Therapists (USA) and a
Certified Behavioural Consultant and Analyst (IML, USA).
