Tripartite Advisory on Managing Manpower Challenges for Enhanced
Competiveness and Sustainability
Draft Tripartite Guidelines on the Re-employment of Older Workers 26 January 2010 | 1430 - 1630 | SHRI @ The Verge, Room 9
Singapore’s GDP in
the third quarter of 2009 showed a strong rebound at a seasonally
adjusted 14.9 percent quarter-on-quarter. The number of retrenchments
slowed down significantly amid positive employment growth and improving
hiring sentiments.
The Tripartite partners issued Tripartite Advisory to help employers who
are no longer confronted with excess manpower, to better prepare
themselves to manage the manpower challenges to enhance their
competitiveness and sustainability, while remaining vigilant to
challenges which could undermine business recovery and growth.
As Singapore’s population and workforce rapidly ages, there is an urgent
need to tap into the valuable skills and experience of older employees.
The Government will enact its re-employment legislation by 2012 to
enable more people to continue working beyond the current statutory
retirement age of 62, up to 65 in the first instance and, later up to
67.
The Tripartite Implementation Workgroup (TIWG) aims to help companies
put in place the necessary processes and systems for re-employment to
work, and encourage employers to implement the Guidelines before
re-employment legislation comes into effect. This is to better prepare
both employers and employees for the new legislation, provide employment
opportunities to employees beyond the statutory retirement age, and
raise the effective retirement age of employees in Singapore.
